Part I of the book seeks to distill, from this exceptional background of practical experience, basic conceptual ways of understanding the revolution brought about by nuclear weapons. It also surveys NATO's progressive development of thinking about nuclear deterrence, and then discusses the deep moral dilemmas posed - for all possible standpoints - by the existence of such weapons. Part II considers the risks and costs of nuclear-weapon possession, including proliferation dangers, and looks at both successful and unsuccessful ideas about how to manage them. Part III illustrates specific issues by reviewing the history and current policies of one long-established possessor, the United Kingdom, and two more recent ones, India and Pakistan. Part IV turns to the future, examines the goal of eventually abolishing all nuclear armouries, and then discusses the practical agenda, short of such a goal, which governments can usefully tackle in reducing the risks of proliferation and other dangers while not surrendering prematurely the war-prevention benefits which nuclear weapons have brought since 1945.

This book resulted from a desire to understand the role of pamphlets in the political life of that most curious early modern state, the Dutch Republic. The virtues of abundance and occasional liveliness have made "little blue books," as they were called, a favorite historical source-that is why I came to study them in the first place. I But the more I dug into pamphlets for this fact or that, the more questions I had about their 2 contemporary purpose and role. Who wrote pamphlets and why? For whom were they intended? How and by whom were pamphlets brought to press and distributed, and what does this reveal? Why did their number increase so greatly? Who read them? How were pamphlets different from other media? In short, I began to view pamphlets not as repositories of historical facts but as a historical phenomenon in their own right. 3 I have looked for answers to these questions in governmental and church records, private letters, publishing records and related materials about printers, booksellers, and pamphleteers, and of course in pam­ phlets themselves. Like so many other students of the early press and its products, I discovered only scattered, incomplete images of actual con­ ditions, such as the readership or popularity of pamphlets. On the other hand, I found much material which reflected what people believed about "little books.

In these days of specialization it is important to bring together physicists working in diverse areas to exchange and share their ideas and excitement. This leads to cross-fertilization of ideas, and it enriches, as in biological systems, a specialized field with new strength, development and direction derived from another area. Although this might be an uncommon thing, it is an important step in our under­ standing of the physical world around us, which is, after aIl, the main purpose of physics. The seed for this conference was really sowed when one of us (MB) and Mr. Manngärd showed some a-scattering data at backward angles to FBM one summer about four years ago. That occasion led to a long research collaboration between the Abo Akademi physicists and other scientists in several countries. The actual idea to explore the possibility of holding a conference, however, crystallized in the summer of 1989 during a visit of FBM to Abo Akademi. The final decision to organize a conference was made after MB visited Profes­ sor Ben Mottelson in Copenhagen and Professor Anagnostatos in Athens. At this point it was recognized that there are similarities as weIl as differences between clustering phenomena in nuclei and systems consisting of atoms. It was therefore conjectured that it could be very stimulating to bring together these groups to exchange their ideas and to leam from each other's fields. A conference along these lines, we hoped, would contribute to an increased mutual understanding.
